The buck stops at trump, and if he's a huge liar who nominates fellow liars and doesn't care if they lie (except to protect higher-ups like Pence, it seems), There is no recourse except Congress. Since the Congress was lied to, it is up to them to complain, and they are complicit Republicans.
Bottom line on "Why?" Because a party of lying cheaters has seized control of our government.
