I'm not sure how Trump is spinning it, but when it comes down to it, it seems it was a tactical decision by our military leaders to take out a series of tunnels in a remote area they deemed import to Isis' operations. Which is really the only way such a large bomb should be used. Our illegitimate president only knew it was a big bomb with great destructive power, so of course he authorized it.

I don't think he understood exactly what the purpose of the operation was beyond "big boom", so he was sidestepping questions on his approval until he knew whether he would need to throw someone under the bus, or take credit.
