was tied into being registered. I remember getting yelled at by my ROTC instructor in college for not registering. I told him I was 17, and he said that I still should have been registered because of the 30 day rule. Seems strange since I still had a month plus the grace period.

Nope. They're supposed to register within 30 days of their 18th birthday.
