7. Bigger question: why does it require any increased revenues?

We could afford to fund the program without adding an additional tax burden on the middle class.

Or we could raise taxes on the wealthy to cover it.

Or we could cut defense.

Etc.

This regressive tax was designed to benefit insurance companies and banks, imo.
