I've looked into the history of that movie and there is no connection to any governmental or policing agency. In fact, the whole thing is more a cynical attempt to financially capitalize on a growing hysteria about the drug. The producers of that film were essentially neutral on pot use, and didn't care whether the government approved or not.
By pretending to be way over the top anti-drug, they actually got away with showing people smoking it in an era where the Hayes people never would have allowed it.
So, while it ended up later being USED as propaganda, (although with laughably poor results), the movie makers did not intend that as it's use. They did it to make money.
