The OPM does the investigations and they are handled by very competent career civilian employees.

The same people are doing it now that we're doing it a year ago.

Most of the transition team and people who put into positions by Trump prior to the inauguration would have been investigated by the OPM under the Obama admin but that has zero bearing on the quality of the work and has no reflection on them.
