10. Just what it sounds like

Like the big city in my county I guess. Poorer people or anti-establishment types choose to buy land outside the city limits where it is cheaper and has less regulation. In my county, most black families settled near each other and that was not in the city itself. There are a lot more white people in my entire county than in other counties and that is probably because back in the day there was more racism. It doesn't mean the people are doing this school thing because of racisim though. They are doing it if anything out of "classism" and not wanting to share their wealth and tax base with the children of poor people, who happen to be predominantly white in this area. JMO, but the city people are selfish and want to keep their money from being spread out to all the schools because they think they can do more good with 2 schools than we can with the 20ish schools that we have spread over our county which is what we have to service the needs of the students. Selfishness, not racism.
