but not paying for stuff is not exception. NOT BEING ABLE TO FIX BRIDGES does NOT make us exceptional. POTHOLES AND INFERIOR ELECTRIC GRIDS ARE NOT EXCEPTIONAL. trying to stall progress is NOT exceptional.

TAX CUTS ARE NOT EXCEPTIONAL.
