60. They're laughing and smiling in delight because people are going to die

They are literally trying to kill poor people with this bill. That is the effect. Children with leukemia, mothers in horrible accidents, grandparents who've had a stroke.

That's what the smiles and laughter are for.

True and actual evil is very rare, in my experience. The world is incredibly nuanced and gray. Even people with bad reasons have reasons. But these sick fucks? Gleeful and giggly while hurting people, and hurting them purely from greed and spite.
