Sales between private citizens who reside in the same state are governed by the applicable state laws which may or may not require a background check on guns.

Sales crossing state lines, which includes internet sales, must be done by a holder of Federal Firearms License aka gun dealer.

Anything else is a crime

Also, there is no such thing as a private dealer.
