4. I seem to recall it was a thing after some batteries exploded?

Which I think was linked to using aftermarket chargers, but still you can't take the batteries on planes now I think.

ETA: My mistake, I looked it up and that was for checked baggage.

She should have been allowed to take it on the flight with no problems in her carry on. You just cannot use them on the plane.
