(61,218 posts)agencies and by Hillary Clinton in one of the debates where she referred to the statement of the 17 agencies. That all happened more than a month before the election.
In contrast, the ONLY notice that the French got was a statement put out by the Macron campaign about 5 minutes before the quiet period began. The government did nothing itself other than make a very strong statement about the news media honoring the quiet period. The Macron campaign had earlier spoken about the fake news from RT and Sputnik and that they had been the target for a huge number of unsuccessful hacking efforts.
I suspect that two big things may have made the difference -- one was the American experience that Macron did reference when speaking of RT and the hacks, the other was that Macron was seen as "clean" and that he forcefully had denied the allegations that Le Pen hinted at in the last debate and actually filed a suit.
In addition, I think a clearer case could be made that the Comey letters and the email investigation itself were the cause. The argument on the leaks is far more subtle and hard to prove. Where you can see the polls shift drastically with the Comey letters, I did not see any clear impact when the leaks happened.
