RUMINT is Rumored Intelligence. Holds are passport and money transfer holds, placed by Comey on 50 individuals in the investigation. Comey had prepped for getting fired. We'll see if he protected the investigation.
There are rumors all over Twitter that Rex Tillerson cancelled the holds on those passport holders, but I cannot lock down a credible source.
