they are looking at general trends (inflationary or gouging) in increases in policy costs in Mass. since the implementation of Romney Care. Which is to say they are probably measuring not in inflation corrected pricing, but rather something like an arithmetic price difference between the implementation of romneycare and current prices.

Having lived with Walker-speak for years, I would observe that it's never quite right on the facts, but it is almost always a spin of some shredded fragment of nearly irrelevant reality. The result is endless lies that are nonetheless said to be derived from "facts."
