quasi intelligent (& devious) people around you don't need to be intelligent yourself.

Bannon and Pence are just two of the disgusting bits of flotsam in Trump's inner circle but they're not stupid and they are both devious, although I'm not sure they're totally on the same page for what results they hope for. Trump needs his oversized ego constantly stroked and I'm fairly sure has dementia. The combination would make him more easily played by scoundrels like these.
