and only $29,750 for married couples. Today, those incomes would be equivalent to $33,229 and $55,382 respectively.

That is an insanely low threshold for the top tier. Even here in Sweden the top tier is only on income over roughly $57,000 for an individual, and $115,000 for married couple.
