2. I really think they should have to be at least age 18.

And that's all I have to say in judgement of this.

I used to carry pepper spray with me when I walked my dog after hours. Once I sprayed a quick burst, just to make sure I knew how to use it. I was glad that my dog was at the end of his long retractable leash. I sprayed it the opposite direction, at nothing. It was still uncomfortable for me. I don't ever want to be on the receiving end of it.
