I can very easily see that be true.

As to your 2nd hypothesis, I have heard for years the reason people don't want to tax the rich or allow tax cuts to the rich even if to pay for it you have to cut something they use/need/enjoy is they believe in the back of their minds they will be rich one day and are really looking for themselves.

Either way both are really good hypothesis' (or whatever the plural is) as to why this happens.
