The House of Representatives. Who is the Speaker of the House? Paul Ryan. Who is third in line for the presidency if Trump and Mike Dense are both removed from office at the same time? Paul Ryan.

If more time is needed to give all investigators the time to assemble a maximum of evidence on both, so that a Senate conviction seems likely, does anyone put it past Ryan to let this play out to his advantage? After all, his presidency wasn't in the history books until this scenario popped up. Now that he has a shot, he isn't going to make the slightest move in that direction until it is a sure thing.
