He armed the Mujahideen to tie the USSR up in Afghanistan and bleed them to death. It was their Vietnam. He didn't anticipate the blow back or conversely he wasn't in power to manager the aftermath of the USSR's defeat there.

He was one of our nation's greatest foreign policy thinkers.

I am remember watching him debate Kissinger whom he respected in the lead up to Gulf War ll . Zbig remarked how preposterous the notion that Saddam could move around chemical weapons without us seeing it.
