This is the email I received from my employer:

Medical Premium Payment
The District will disburse a benefit premium payment to employees who participate in the Districts Kaiser health insurance plan as of July 1, 2012. The District will make this payment in July 2012. The funds for this payment come from the Premium Deposit Account provided for in the various employee group agreements with the District. Pursuant to those agreements, the District Insurance Committee has approved this disbursement.
Beginning August 2012 your 2012/2013 premium will resume.
For the July 2012 payment, please note the following:
Our records indicate that you enrolled in the Kaiser DHMO Plan. Your paycheck for July 2012 will show a one-time, additional amount of $268.03.
An employee will see a difference in pay only if s/he is enrolled in a Kaiser Medical Plan as of July 1, 2012.
Coverage will not be impacted.
Federal, State and Medicare taxes will be withheld as appropriate.

I would argue that it isn't taxable income since it was the policy holder that paid it originally.
