if you have no approved state issued ID already. But then again, if you don't have a copy of your birth certificate available, you will have to get that before you get the ID.....and you will pay for the certified copy. But keeping that financial obligation one step away from the issuing of the ID makes it legal. I guess.

But you already know the answer to what you propose....the GOP has no problem with big government and mandates and spending your money. As long as it is for their own proposals.
