He's put himself in a politically difficult position. It's not about a subpoena, he has already publically stated he would testify, if he backs out, it is essentially admitting he is a liar. Since this is something he cannot actually admit, even to himself, he has painted himslef into a corner.

The proper answer to the reporter's question was "no comment." I am sure his lawyer told him that, but he didn't listen, and he won't listen when the question is raised again.

His own ego will force him to testify, no subpoena required.
