no reconciliation. He'll be lucky to get 51 votes as it is. He'll never get 60 to avoid a filibuster. He has to use reconciliation.

True, he could change the rules -- again -- but doing that to pass a bill that has a 17% approval rating, and which is being written totally in secret, may be a bridge too far. Even for Republicans.
