11. Not only paper ballots, but we also need to require an ID at the polls

It's great to go to paper ballots, but what's to stop them from voting multiple times, or voting for the dead, or even people who don't even live in a particular state voting out of state? We should follow Mexico's lead and have a voter ID card.
