10. Actually one more thing needs to happen

A centralized database should be developed which should do the following:

1. Identify all police officers charged with criminal behavior;
2. If found guilty or forced to resign - flagged;
3. Request that all police departments use this database as one of their tools in the selection and hiring of future officers;

I suspect that right now, an officer charged and either convicted or forced to resign, just heads down the road to another police department. If convicted and found guilty or forced to resign - then strip them forever of their power of the gun over the citizens of this nation.

Now, it is possible that some might say that you shouldn't deny someone their livelihood - okay, I can accept that, but any local that hires officer (from the database) should be subject to a significant punitive financial penalty if that officer is involved in any future offense.
