6. Is this true? Republicans want to screw states that spend utilize more money

to provide better Medicaid services to their residents -- like my state, California -- so they can redistribute that money to lower-spending, and predominately red states, that tend to be mismanaged by Republicans and spend far less to provide healthcare to their citizens.
