Drivers like you are the problem and the people the OP was talking about. Don't know the common sense rules of the road or sometimes even law. The left is for a quick pass and an immediate return to the right lane. Should only be a couple seconds. If it is taking you longer than a couple seconds then you shouldn't have gotten in the left lane until it was time to actually pass.
The driving like what you do would get "You" the ticket in Europe even if you were doing the speed limit. Wish it was that way here.
The left lane is for quick passing, not to hang out in because you will eventually pass a car in the right lane.

There is a difference between driving at an unsafe speed or impediing the flow of traffic or speeding while driving within the flow of traffic.
