Yes, my friend had no preconditions. For a decent plan here in Ireland, we would be paying about 3000 euro for 2 adults and a child, for private insurance. If you had preconditions, you would have to serve a waiting time for each individual precondition, if signing up for the first time. Once in, you can switch to the best package for you, regardless of precondition, with another provider, at renewal time.

ER here is a particular problem, with people lying on trolleys for days, at critical times of the year, public or private. Also the waiting times for public patients are long for elective surgery.
