5. Lifting Sanctions is the common objective linking all parties in the meeting

Hence, all topics of conversation are related to the common objective.

The word "sanctions" need not ever be specifically stated... and at least 2 people in the room should have been cognizant of the probability that the room had ears & possibly eyes, as well.
So that provides additional incentive not to specifically address "sanctions".

This strategy would also allow all parties to state to the media that
"sanctions" were never discussed
Or
the word "sanctions" was never spoken by anyone present.


Of course, all statements which refer to
"common objectives"
or "shared concerns"
or "joint efforts"
are really referring to
the excuse to be used as justification for lifting sanctions.
