and I'm sure the GOPers in the legislature will do what they can to keep it from going into effect. They have managed to block local ordinances prohibiting stores from using plastic bags, because their much-loved local control is bad if it inconveniences businesses. Local control is good only when small-town school boards are permitted to ban books and to avoid having to stop gay kids from being bullied.
