Remember when he spoke of how any Republican running would consider Ivanka for the cabinet? He even gave her as the only example of a woman he would put in the cabinet, apparently not knowing he couldn't. http://www.cnn.com/2016/08/05/politics/clinton-trump-ivanka-cabinet/index.html
I suspect that he thinks he can spin Ivanka sitting in for him - rather than someone from his cabinet - as an attack on someone he sees as very popular. As seen by thinking she would be a popularly acclaimed choice as a cabinet member - not knowing that the law forbids that - he stills feels that everyone will see her as exceptionally qualified.
One thing Chelsea, who is someone who could be included in a future administration under a President she is not related to, makes clear is that it is NOT a matter of credentials. This was an international summit of world leaders. Ivanka could substitute for Melania at a ceremonial event -- and Chelsea could have done that as well. We are not a monarchy, there is no throne, and the Presidential offspring are not the heirs.
