Graffiti is a temporary art form. Always. Graffiti is a political statement. Always. Of some sort, at least.

If I owned a building that was a likely target for graffiti, I would apply a finish to the exterior that allowed any graffiti to be washed off with a power washer. Such materials are readily available and widely used. The artist makes a statement and the property owner removes it when it is convenient to do so. In some cases, the owner waits until ordered to remove it, if the owner agrees with the expressed statement.

Do you own a building that has been tagged? If so, I can give you some links for graffiti resistant coatings.
