how things work in government and how not to get caught in a situation that looked bad. The letter suggests that he was explaining to W how to avoid the appearance of undue influence - not so much for ethical reasons but for political reasons. Even so, at least he knew what not to do, which is more than you can say of the current bunch of bozos.
