24. Russia is a hostile nation capable of attacking the United States on short notice.

They deploy forces specifically designed to incinerate the United States. The President is authorized to respond immediately to an attack and has maybe as little as 4 minutes to counter a massive attack. Our forefathers never dreamed of such circumstances. All of this will occur without a declaration of war
