Different governments define money laundering differently. Most require that the funds derive from criminal activity which is then disguised as from a legal source. Hence Walter White bought a car wash.
It is not clear that all or even most of disguised Russian money starts out from crime. Many Russians want their money out but don't want Putin to know they are bailing out on Russia. Or they don't want people to know they are so rich in case they face extortion. Or they don't want creditors to find their assets. Etc.
So we can't just lock such people up absent proof their money is dirty.
