The republicans may think that this would be the best way to save their own asses. If they could just stop the Trump clown circus it may be better for them.

This is my theory why Sessions did not resign. They could then throw Trump to the piranha and get down to the business of cutting taxes on US oligarchs and screwing the little guy while pushing the Christian Taliban agenda.
