39. The weakness in the 2nd scenario

is that the WH is populated by a bunch of business and real estate folks who are completely clueless about government and even moreso about the military. Early on, Drumpf insulted "the generals", and even though he has generally let them do what they want when it comes to Syria, never assume they will ever forget the fusillade of smears hurled by him during the campaign. You may have some who fixate on the "CiC" chain of command no matter what, but I expect the vast majority are very cognizant of the ever-changing landscape (like any federal employee) of Presidents and their administrations.
