was completely freaked out by what he saw. Given the context it would be only slightly less unexpected and disturbing than seeing 50,000 Martians trooping down Main Street with their laser cannons. He's the only person in this whole sordid saga who comes off even halfway decently. He reported to his boss as he was advised to, expecting that they would do something. That nothing was done by the higher-ups can't be held against him.
