Many amendments will be offered, and some will pass. In the end, of course, the bill is still going to be made of large grazing mammal excrement.

Any bill will only have the potential to get Yes votes from Republicans in the Senate. So, his vote may be needed for a bill to get 50 Yes votes at any point.

The Right Wingers in the Senate will vote no on some versions, I have no doubt. They will be unhappy with any bill that doesn't simply erase the ACA from history. What they want, in their Ayn Rand libertarian way, is no healthcare that involves the federal government in any way. That's their goal.
