When you said statistician I had a vision of McConnell crunching numbers, doing a bit of probability, solving a puzzle etc. I pictured him using those statistics to write policy (Full disclosure - I have a degree in math)

Yeah, he's got tactics. He obstructed for years. In this case, he made the bill super skinny and then had a bunch of cash to bribe hold outs. That cash could have been used to craft a better bill.
