the 1930s. I accept their assessment: you don't want to do it. But, since Libertarians think it is such a good idea, I'm willing for them to do a pilot project. Let them go through this terrible drought with no public assistance. When they come out of it, I want to read their assessments and recommendations. There is a lot bravado, but no one doing pilots to show us the way.
