3. I think he thinks he can whip the WH into shape.

He's a big shot general who's used to managing and commanding large, complex organizations and having his orders followed. I don't think he has an evil motive; but maybe just an unrealistic expectation of being able to control that mess. He won't be able to do it because he won't be able to control Trump. Generals at that level tend to have big egos or they wouldn't have climbed the military ladder successfully (and the military services in the upper officer ranks is as political as any other organization), so I foresee a very large clash of egos as soon as Kelly tries to rein in Trump's undisciplined and erratic behavior. And I doubt Kelly will protect Trump or help him interfere with the investigation.

Kelly has had a long, admirable career in the military and is well-respected. I doubt he wants to be remembered as a guy who trashed his own excellent reputation on behalf of a corrupt president.
