Instead, he is simply using one that is already sitting.

Federal Grand Juries are there for 18 month terms and hear hundreds of cases. A prosecutor need only schedule time with them.

Maybe I heard this from Joy Reid, now that I think about it. No matter. It seems the NYT had one story and the WSJ had the other slant - his own Grand Jury or an already sitting Grand Jury. In terms of the investigation, it is a difference without a material effect.
