Your scenario would explain the appearance of a rumor that Pence is exploring a presidential campaign in 2020.

Parallels to Ford's decision to pardon Nixon are inescapable to anyone who studies history. Ford's campaign loss to Carter was partly attributable to the pardon. Pence has read those tea leaves, and is lining up donors and allies.
