4. I assume that Mueller has hired the "best" in various fields of investigation

Fields like, "money laundering".."income disclosure" "interactions with other countries to the detriment of the U.S.A....etc. etc. etc. The "best" don't come cheap. At his "best" was Michael Jordan "cheap"?

Mueller wants the best, and he wants to win and get the "criminals". It won't be pretty.

Mueller will win, and he will get the criminals. It may take time, but he will get the criminals

and I must add this: This is not Mueller's first shot at getting criminals...He has done this before.
