So what does "the next time NK threatens...?" [View all]

Does it mean a verbal threat? Does it mean the launch of another test missile? Does it mean arresting another American?

Someone needs to make it clear what "threaten" means.

It sounds like Graham and McCain mean just a verbal threat.
