Are they at fault for opening the door and handing that power to Trump? Yes, but they had the right to vote for him and that is not a crime, even if it was a stupid decision.

In the event that there should be a nuke and the consequences to follow, I would want the focus of criticism to be squarely upon Trump and cabinet. Keep our legal interests on those who collectively orchestrated any such launch, not on people who voted at the ballot box but never had any real say (either way) about a missile launch. It'd just be a distraction.
