to launch an attack on N. Korea without consulting Congress or anyone else, since we are technically still at war with N. Korea. There was an armistice signed, but no Peace Treaty, or surrender by either side. So, it seems to me, that Trump could reasonably (does that word even apply in any circumstances to Trump?) argue that N. Korea either broke or is planning to break the armistice and he needed to use military force to protect S. Korea and/or Guam.

So, don't hold your breath for Trump to listen to Congress, or for that matter, anyone else, to stop him from doing whatever he decides to do. Remember, he is the 'decider in chief', right?
