I'll try to find it.

It's basically because the Constitution doesn't self-enforce. The President can do anything IF Congress doesn't stop it. And Congress doesn't stop it. The precedent started with Truman and has been done a number of times by different Presidents since then, NONE of which strikes have been stopped by Congress.

He can nuke another country in defense, too, IF his Secretary of Defense agrees. But if the Sec of Defense doesn't agree, he is allowed to fire him.

Trump knows these things and is positively giddy with joy at all the power he has. As he turned around on stage and told Paul Ryan, "I'm President! I'm President!"
